Free to residents and property owners of Vanderburgh County, a Standard EVPL Card grants you access to all materials and services, including public computers and digital resources.
To register for your card, visit any of our eight locations and have your proof of current address and valid photo identification on hand. For teens and children under the age of 18, a parent or guardian signature is required. You can also sign up online for your EVPL card here.
Note – EVPL PLAC and eAccess card registrations cannot be done via this form.

2025 Fee and Use Information The Public Library Access Card (PLAC) allows individuals to purchase a card that will allow them to borrow materials directly from any public library in Indiana.*
Any individual who holds a valid Indiana public library card may purchase a PLAC card that will be valid for 12 months from the date of issue. The 2025 fee is $70.**

Legal Background: The PLAC program was enacted by the Indiana General Assembly in 1993 (Indiana Code 4-23-7.1-5.1)
Funding Information: Indiana public libraries are supported by property taxes paid by people who reside in a library district. PLAC card revenue is collected by the Indiana State Library and distributed back to libraries on the basis of use.
College students, as well as teachers and other people who are employed in Vanderburgh County–but who are not residents–are eligible for other types of library cards. More information is available at evpl.org/card.
